Papua New Guinea has long struggled with inter-tribal attacks and with spikes in violence during elections, such as those taking place in 2017. But the rise in the threat level also reflects the approach of the referendum scheduled for 2019 on the status of Bougainville, scene of a long secession conflict in the 1990s.
